The Investment Climate Reform (ICR) Facility seeks to recruit business environment reform (BER) experts to become facilitators to deliver a course on gender sensitive BER to support women’s economic empowerment (WEE) in African, Caribbean, and Pacific (ACP) countries.

About the ICR Facility facilitators certification

The selected experts will receive training from the ICR Facility. This training is expected to begin in September 2022, be offered in English and French, last ten weeks, and involve two hours of online live instruction and two hours of self-study per week.

Benefits for WEE training facilitator

  • Upon successful completion of the training, the facilitators will receive a certificate from the ICR Facility.
  • They may also be eligible for opportunities to attend conferences, to speak about their experiences, and to become part of a growing community of WEE champions in the ACP regions.
  • On certain cases selected facilitators may be offered to be paid to deliver the course to representatives of private and public sector organisations and consultants working with the ICR Facility as well as other stakeholders in ACP countries.
  • In addition to delivering facilitated versions of the course – either in person, online or in a hybrid format – the facilitators may be invited to moderate a self-access version of the course.

Training objectives and content

The ICR Facility recognises that gender sensitive reform of the complex policy, legal, institutional, and regulatory conditions that govern business activities has the potential to support the process of women’s economic empowerment.To that end, the training aims to help promote understanding of, and support for, gender sensitive BER in ACP countries. It will equip organisations that request technical assistance from the ICR Facility, as well as the consultants who deliver such assistance, with knowledge of gender sensitive BER along with case studies and lessons learned from across the ACP regions. Additionally, it can help contribute to the growth of a WEE-focused community of practice and the development of ‘WEE champions’ in ACP.

Eligibility Criteria

  • The ICR Facility is looking for experts based in all three ACP regions, or with a solid understanding of the ACP business environment.
  • They seek experts (m/f/d) fluent in English and/or French. This will be an ideal opportunity for experienced experts who seek to bring a gender dimension to their work.
  • Applications are also welcome from representatives of women’s organisations with demonstrated knowledge and experience of BER in ACP, as well as from think tank professionals with a background in BER and passion to support women’s economic empowerment.  Since the training focuses primarily on women’s economic empowerment, existing knowledge of BER is essential.
  • All applicants should be accomplished facilitators with demonstrated knowledge of working with public and private sector organisations in ACP.

Experience required:

  • Bachelor’s degree at a minimum in international development, social science, gender, economics or business-related fields or equivalent knowledge and experience
  • Strong familiarity with business environment reform and understanding of good practices around driving change at the system level from a gender and inclusion perspective
  • Demonstrated facilitation experience
  • Demonstrable knowledge of working with public and private sector entities/organisations in ACP countries
  • Demonstrated understanding of public-private dialogue
  • Commitment to complete the training in full and contribute to the ICR Facility’s dissemination efforts
  • Fluent in English and/or French (speaking, reading and writing)
